Spanish newspaper quote reports on radio station Cadena Ser that Cavani has agreed to the move if Costa leaves.
It would bring to a close six free-scoring seasons in France for Cavani, who has netted 193 times in 279 matches across all competitions.
Former Chelsea striker Costa has been linked with a move to the Chinese Super League amid reports that he has fallen out with the hierarchy at Atletico.
